Dear Zara,
We are writing on behalf of the family of Viken Euljeckjian, since they are based in Beirut, Lebanon. About a week ago, they were informed about the possibility that Viken was included in the list of 32 prisoners of war that Baku was going to release in exchange of two detained Azerbaijani captives. Viken has been held since November 2020, and he was stated as a civilian in Armenian registers ( along with the first two other civilians captured by the same period, Gevorg Sujyan and Davit Davtyan, who were providing humanitarian aid via their NGO). All of them were submitted to sham, illegal, and arbitrary trials in Baku. Viken Euljeckjian is an Armenian from Lebanon with dual citizenship, he was captured in Sushi (together with Maral Najarian, who was later released) the day after the ceasefire agreement, and basically, he was charged as an illegal mercenary from Lebanon. Viken was tried before the Baku Military Court, the judge presiding was Elbay Allahverdiyev, under articles 114.3, 214.2.1, 214.2.3, 228.2.1,279.1, and 381.2 of the Azerbaijani Criminal Code.
He was sentenced to 20 years in a Baku detention facility.
The last communication from Viken with his wife Linda was approximately during November 21st, 2023. He was already in bad health conditions and he was also under some form of hunger strike because he was not allowed to speak in Arabic with his wife on this monthly call. He also sent her a letter on that date.
Mrs Amatuni, the Euljeckjian family was devastated when on December 13th around 32 prisoners were released, among them the 26 ones of Shirak region which we had the chance to interview their parents during the first days of November of this year. They had great expectations since the name of Viken was on social media as one of the candidates to be set free and return to Armenia. Viken was not among the prisoners who came back. We have some grounds to believe he is suffering from mental and physical bad conditions, and in that sense, we are kindly asking you to be so kind as to find the necessary means to check this fact. We are aware that the official list of Pows was about 55, including what we can call the political prisoners captured during October at the Azerbaijani checkpoint. We are also aware that, according to Siranush Sahakian statements, there might be at least 80 other POWS, but unfortunately we can not provide any names, along with another amount of disappeared combatants and civilians from the September 19th skirmishes and the fuel tank explosion as well.
By now we are requesting your kind intervention in order to get some information on the whereabouts of Viken Euljeckjian, we believe this important data will bring some peace of mind to his family.
