Support Indiana’s Effort to Reclaim Public Spaces and Address Chronic Homelessness
The Issue
For too long, Indiana communities have struggled with the rising number of homeless encampments taking over sidewalks, parks, and other public areas. These encampments are not only unsafe for the people living in them — they pose serious public health and safety risks for surrounding neighborhoods, families, and local businesses.
Senate Bill 285 provides a compassionate yet firm approach to a growing crisis. Contrary to what some opponents claim, this legislation does not criminalize homelessness. It gives law enforcement tools to address chronic encampments while prioritizing support, including shelter offers, medical evaluations, and diversion programs for those in need. The bill ensures that repeat offenders are not abandoned — but directed toward life-saving treatment and care when they've consistently refused help.
Most importantly, this bill gives our communities the ability to reclaim public spaces — sidewalks meant for walking, parks meant for families, and public lands meant to be clean, safe, and usable by all.
We understand that homelessness is a complex issue. But ignoring encampments and allowing them to grow is not compassion — it's abandonment. By setting expectations and offering real help, SB 285 strikes the right balance between enforcement and support.
Local leaders in Indianapolis have tried their own strategies for years, but the problem is getting worse, not better. And while the state should partner with cities, it must also ensure that Indiana’s public spaces are not sacrificed in the name of inaction.
We urge the Indiana General Assembly and Governor Eric Holcomb to pass SB 285 and begin restoring order and safety to our streets.
