The city's animal control and the government of Winnipeg must step up their efforts to ensure better conditions for these animals. Current low-cost spay and neuter programs are available, but awareness about these programs is crucial to prevent the birth of more strays.
Without intervention, these cats and dogs suffer immensely, often starving and exposed to the elements. It's not just about controlling the stray population but providing humane care and shelter.
