The Issue

Support formerly incarcerated individuals in California to rebuild their lives and fight against homelessness!
More than 95% of incarcerated individuals in California eventually return home. Currently, California lacks a good structure of services to best support formerly incarcerated individuals in rebuilding their lives. Therefore, recently incarcerated individuals are especially vulnerable to recidivism, homelessness, housing insecurity, and high rates of unemployment due to systematic racism and lack of stable housing.
California Department of Corrections and Rehabilitation (CDCR) estimate
- about 1/3 - 1/2 of 56,000 individuals experience homelessness
- 20% released incarcerated individuals lack stable housing to return to when re-entering the community
Formerly incarcerated individuals who face homelessness have a higher likelihood of unemployment, with the African American population being greatly affected due to systematic racism. On top of that, the affordable housing crisis in California and the lasting impact of COVID-19 have caused many challenges for policymaking in term of supporting the population. Furthermore, housing issues also affect employment opportunities.
In supporting this bill, California will support formerly incarcerated individuals to reenter into the community and decrease overall homelessness and recidivism.
