Support for Roaming Pet Control and Welfare Reform on Strays in the Philippines

The Issue

Seeing these stray animals roaming around the streets such as dogs and cats, the domestic habitats that we see everyday as the closest animals around us—they seek home and protection too. Yet, we fail to adhere our care around them for we distance ourselves because we are used to the idea of seeing those animals labeled as “strays” in our eyes only. We, the humanity whom we are concerned citizens of the Philippines, are calling for the implementation of more effective laws to address the growing issue of stray and roaming pets in our nearest areas and different streets. In communities across the country, the uncontrolled population of stray animals, particularly dogs and cats, poses significant risks to public health and safety. These animals frequently wander in the streets and cause traffic problems while spreading disease and pollution. The problem is made worse by a clear disregard for regulation and enforcement of pet ownership which leads to a cycle of neglect and overpopulation. The Philippine Animal Welfare Society (PAWS) has long advocated for the humane treatment of animals and the implementation of policies that can help address these very concerns.

 

 

 

 

Think of being deserted by the people you rely on, and having no food, medical attention or place to stay. For numerous animals in the Philippines, this is the way life is an everyday. A lot of these animals are saved and brought to animal shelters which are supposed to offer help and refuge. Unfortunately these shelters are full to the brim. Animals are left in conditions that are merciless because of insufficient money, bad facilities and severe overcrowding. If their suffering is not addressed then the cycle of cruelty and neglect will remain.

The problem of roaming pets is not only a public safety concern, but it also reflects a deeper issue of irresponsible pet ownership. Many pet owners either abandon their pets or do not take the necessary steps to restrain them, forcing them to live autonomously which results in a strain on the local shelter system whereby many pets find themselves homeless and sick. This, as PAWS has stressed time and again, is the result of carefree and irresponsible ownership of pets. It is time lawmakers and the local authorities are asked to take these issues seriously and impose stringent control on pet ownership along with mandatory spay and neutering, pet registrations, and the building of proper functioning animal shelters. This is one of the most important laws concerning the treatment and protection of animals in the Philippines, the Republic Act No. 8485. It mandates the humane treatment of animals, prohibits cruelty, and sets penalties for those who abuse or neglect animals.

 

 

 

 

By supporting and signing this petition, let me explain, I am advocating for a comprehensive approach to animal welfare to resolve the issue through the enactment of laws, educating the community, and responsible pet ownership. This petition is in support of animal cruelty and welfare to advocate that aim to public awareness campaigns, better enforcement of laws, and root restructuring of the cause of pet overpopulation. It is now time for the country to decide if they wish to conveniently aid in resolving the overpopulation of stray pets, and I am persuading much more in that matter. I, along with PAWS and other such Non-Government Organizations (NGOs) wish to ensure the safety of streets, health of citizens, and welfare of animals in our country.
