The Issue

In Connecticut, animals are sometimes left behind when buildings are vacated, condemned, or abandoned. When tenants move out, properties are foreclosed on, or buildings are shut down, pets can be forgotten, intentionally abandoned, or left trapped without food, water, or medical care.

 


Without a clear requirement for intervention, these animals may suffer for days or longer before anyone realizes they are there. By the time they are found, many are severely dehydrated, malnourished, injured, sick, or already beyond saving.

 


These cases place a heavy burden on animal rescues, shelters, and compassionate community members who step in to help, often after the suffering has already become severe. These situations are heartbreaking, costly, and preventable.

 


Bradley’s Law is needed in Connecticut to help close this gap and ensure that when buildings are vacated or condemned, there is a clear process for protecting and removing any animals left behind so they can get the care they need.

I certainly agree that we need funding for abandoned pets and for volunteer animal shelters to spay and neuter animals and care for them with veterinary care. I’ve been discussing this with Dept Of Agriculture since last session and trying to find a funding mechanism to care for these animals. It always comes down to funding, and I hope we can resolve that and give the help to the volunteers across Connecticut to care for these animals.
