The Issue
The policy A07903 is a Bill proposed to amend the PACE program regulations in NYS.
The PACE program or Program of All-Inclusive Care for the Elderly was initiated through CMS and began as a trial in the 1970's in California. The program was so effective more grants were given, and the program began to grow, and in 2008 it became available throughout the United States. The PACE program officially became available to the general public in the 1990s, allowing people over the age of 55 and who are considered “frail” to stay in their communities rather than being transitioned into long-term care facilities or nursing homes. This program was founded to reduce costs within the Medicare and Medicaid systems, while increasing quality of care, and improve quality of life for those within the program. The current PACE program’s rules and regulations are written in a manner that makes it hard for new organizations to join the PACE program and for those who are within the program to ensure funds are distributed appropriately and to the proper areas.
