The Issue
Voting is social justice. This is how we make our voices heard and how we make change.
In 2024, Connecticut residents voted "yes" for No-Excuse Absentee Voting. Connecticut's House Bill 5001 is moving through the state House, supporting this cause.
Voter ID restrictions, long travel times and wait lines to polling sites, and brief election hours predominantly harm marginalized individuals. No-Excuse Absentee Voting offers greater opportunities for people who can't make it to the polls on Election Day to make their voices heard.
One important piece of HB 5001 is that this will provide absentee ballots to people who are incarcerated & are eligible to vote.
In Connecticut, Black people make up 10% of the population, but represent 41% of the incarcerated folks in the state. Latine people make up 18% of the state population, but represent 30% of incarcerated people in Connecticut (Napal et al., 2025).
This racial injustice is compounded with the lack of access to voting that incarcerated people face. Many people in jail are legally allowed to vote: people convicted of a misdemeanor or awaiting trial included. As of current policy, incarcerated people, who don't have access to internet, have to request a ballot in a complex process. HB 5001 would distribute absentee ballots to eligible voters, greatly increasing voting access to a highly marginalized population.
