Support a Safe Lane-Filtering Pilot for PA Motorcyclists

The Issue

Every year more than 3,400 Pennsylvanian riders are involved in crashes and 238 lose their lives. A large share of these deaths happen when motorcycles are trapped between bumper‑to‑bumper cars and are rear‑ended. Five states—including Utah, Arizona, and Colorado—now allow low‑speed lane filtering (moving between stopped vehicles at ≤ 15 mph).

Independent research from UC Berkeley shows lane‑filtering riders are nearly 50 % less likely to be struck from behind. Colorado’s 2024 law and Arizona’s 2022 statute require no new road construction—only a clear speed cap, stopped‑traffic condition, and rider education.

We call on the Pennsylvania General Assembly to:

1. Authorize a two‑year pilot program permitting lane filtering at ≤ 15 mph when adjacent traffic is stopped;


2. Direct PennDOT and State Police to collect crash data before and after implementation;


3. Incorporate lane‑filtering safety modules into the Pennsylvania Motorcycle Safety Program.

I’ve been riding since 2015—starting on the streets of New York City before eventually moving to Pennsylvania. Riding has always been more than transportation for me; it’s about freedom, responsibility, and community. I’ve been part of a motorcycle club that hosts charity rides and community events across the region, connecting riders who care deeply about safety and service.

But I’ve also lost people, good riders, friends, because of inattentive drivers stuck in slow or stopped traffic. Rear-end collisions are one of the most dangerous threats to motorcyclists, especially when we’re boxed in between cars and can’t maneuver out of harm’s way.

Pennsylvania saw 3,422 motorcycle crashes and 238 rider deaths in 2023 alone; the worst year in five years. This isn’t just a statistic. It’s someone's brother, daughter, husband, or friend.

That’s why I’m pushing for a safe, limited pilot program to legalize lane filtering, allowing riders to move between cars at low speeds (15 mph or less) only when traffic is stopped. It’s already legal and working in five other states, including Utah, Arizona, and Colorado. Studies show it can dramatically reduce rear-end collisions and improve overall rider safety.

This is about giving us a safer option when we need it most. I’m not asking for chaos. I’m asking for a commonsense change, one that’s data, backed, clearly defined, and easy to implement.
