Summit County Peak 7 Homeowners Demand Resort Zone Status
The Issue
Short Term Rentals (STRs) are a fundamental part of the community surrounding Breckenridge Resort. Second-home owners have historically used STRs to offset costs in ownership. These STRs generally provide the most satisfying experience for tourists wanting to enjoy the mountain life. Homeowners strive to keep their property in prime condition to make it desirable to rent in what is a competitive market. These STRs bring a large amount of income into the local economy as tourists use local services for their vacation, local services are used for maintenance of STRs and local governments collect taxes from STR revenue.
In recent years, online services have made it easier to short term rent property and STRs have seen an uptick in use over the past decade. The COVID19 pandemic further drove a surge in local vacations and an ensuing surge in STR use as well as property value increases. This bubble has brought about an alarmist reaction by a small group of people who want to short-sightedly pass severe restrictions on STRs. The effects of these restrictions are unknown, unstudied and may possibly have long lasting unintended negative impacts on the community. While well-intended, the restrictions do not appear to actually address the stated problem of local housing shortage.
Most will agree that some minimum amount of regulation is needed to continue allowing STRs while maintaining a sense of community. This minimum includes things such as licensing, tax collection and addressing use violations. The Peak 7 community, which is part of the Breckenridge Resort, was originally declared a Resort Zone with regulations but minimum restrictions on STR use. A small but vocal group got that switched to a Neighborhood Zone with caps on usage and licenses. This change was made without consulting the neighborhood at large. A recent meeting of Peak 7 residents showed that a vast majority prefer to be Resort Zone and those signing this petition are demanding a change.
