We, the undersigned residents and concerned citizens of Rockcastle County, call for urgent action regarding grave concerns at the Rockcastle County Animal Shelter (224 Deep Hollow Road, Mount Vernon, KY). Evidence—including videos, photos, and firsthand reports—reveals severe neglect and inhumane conditions under the direction of David Carpenter, demanding both his immediate removal and sweeping operational reforms.

Our Demands
Immediate Termination of Director David Carpenter
 Based on clear and ongoing violations of animal welfare.


Establish Humane Care Standards:


Provide proper bowls for food and water.


Install raised beds for dogs and solid-bottom kennels for cats.


Enforce rigorous cleaning and sanitation protocols.


Transparency and Owner Reunification:


Post intake photographs of stray animals on the same day.


Ensure animals remain listed on the shelter’s page for at least five days.


Contract Reform Between Rockcastle and Jackson County:


End immediate euthanasia policies.


Require an additional 5-day hold once taken in by Rockcastle County with boarding covered by Jackson County. Or end the contract encouraging Jackson County to open their own local shelter.


Rescue & Volunteer Inclusion:


Permit intake coordinators that are appointed from rescue organizations to pull dogs. Requiring Directors of Rescues to be present in person bars most rescues from being able to participate in the saving of lives.


Allow volunteers to assist in cleaning, walking, socialization, and photographing to enhance adoption chances.
