"Strictly Implement the Law Regarding Leashing Dogs at Barangay Tarece, San Carlos City"

The Issue

 According to Republic Act No. 9482, also known as the Anti-Rabies Act of 2007, "all pet owners shall be required to maintain control over their dog and not allow it to roam the streets or any public place without a leash." This means that whenever a dog is taken out of its premises, either for a walk or any other reason, it is required to be on a leash and should never be allowed to roam freely. Violation of this law can lead to penalties including fines and imprisonment.

However, The Grateful Hands, have observed that the law is not strictly implemented as many dogs in Barangay Tarece, San Carlos City, Pangasinan are left unleashed while roaming the streets and chasing people. This resulted to a motorcycle accident in the past month where a barangay resident got seriously injured.

 We, therefore request the local government unit of San Carlos City, Pangasinan. Headed by the city mayor, Julier C. Resuello to address the issue of dogs who don't tie up is to enforce local laws and regulations that require pet owners to always control and restrain their dogs in public spaces. This can be done by increasing patrols of local law enforcement and animal control officers in public areas, such as parks, sidewalks, and other public areas where dogs are often seen off-leash.

 Mayors can also work with local animal advocacy groups and pet organizations to educate pet owners on the importance of responsible dog ownership. This could help provide a safe space for dogs to exercise while also reducing the number of incidents of unleashed dogs in public spaces.
