Strengthen Stray Animal Rights Laws in India

The Issue

It's heartbreaking to witness the plight of stray animals on the streets of India, whose welfare is overlooked due to various factors.
Stray dogs, cats and cows face neglect and cruelty. They have no shelter, and are exposed to the elements; specially in extreme weather conditions like the extreme heat that the country experienced during the summer months. 

Furthermore, stray annimals are often injured in traffic accidents and sometimes die a slow and painful death. 

I request the Indian government to make Municipal Corporations in urban areas and gram panchayats in rural areas responsible for the upkeep of all stray animals. Stray animals should be made a ward of the state.

The government should pass laws to declare all animals as sentient beings and a responsibility of the Indian government. Although the AWBI( The Animal Welfare Board of India) has been working diligently towards the betterment of animal welfare but the laws in India are still not strong enough to provide complete protection and care to the stray animals. It's important to note that the current penalties for animal cruelty under the Prevention of Cruelty to Animals Act are remarkably lenient, merely imposing a nominal fine which provides no real restraint against cruel actions and neglect of animals, particularly strays.

Additionally, municipal corporations must ensure that when strays are taken for sterilization then the procedures must be performed in safe and hygienic clinics by ethical doctors who follow best practices. The number of stray dogs and other animals on Indian streets should be controlled in this manner. 
 
Therefore, we, the signatories of this petition, appeal to the necessary authorities to amend and strengthen the existing animal rights laws in India to protect this great nation’s fauna from any form of abuse, harm, and uncalled-for actions and to provide for the upkeep of the stray animals.

India's flora and fauna represent a vibrant part of it’s diverse and rich heritage, and it's the collective responsibility of its citizens and those in positions of power to ensure their safety, dignity, and welfare. Let us work together to bring about this necessary change.
