Strengthen Spay/Neuter Laws in Mississippi
The Issue
Mississippi is facing an animal overpopulation crisis. Shelters across the state are overcrowded, and many animals face euthanasia due to limited resources. Stronger spay and neuter laws are a proven solution to this problem, helping to control the population of unwanted animals while improving community health and safety.
Currently, Mississippi does not have statewide mandatory spay/neuter laws. The existing requirements for sterilization often vary by county or municipality, and enforcement is inconsistent. In many areas, pet owners are not legally required to spay or neuter their pets unless they are adopted from a shelter, and even then, loopholes and lack of resources often leave animals unsterilized. This has led to countless animals reproducing, further contributing to overpopulation.
We call upon Mississippi legislators to prioritize stronger spay and neuter laws, including:
Mandatory Spaying and Neutering for Dogs and Cats – All dogs and cats must be spayed or neutered unless they qualify for an exemption.
Exemptions for Medical and Age-Related Reasons – Animals that are medically unfit for sterilization, such as those that are too young, too old, or have a serious health condition as determined by a licensed veterinarian, may be exempt.
Optional Unaltered License – Pet owners who do not wish to sterilize their animals must obtain an "unaltered license" for an additional fee, helping fund spay/neuter programs and animal welfare initiatives.
Stronger Enforcement for Impounded Animals – Any dog or cat impounded for a second time will be spayed or neutered before release to prevent further overpopulation and ensure responsible pet ownership.
Increased Access to Affordable Sterilization – Subsidies or support for low-cost spay/neuter services should be provided to make compliance accessible for all pet owners, particularly in low-income communities.
By implementing these changes, Mississippi can reduce the strain on animal shelters, lower euthanasia rates, and foster more responsible pet ownership statewide.
