I am starting this petition because I am a survivor of lifelong sexual abuse by my father, Jeffrey Alan Kling.  Despite the severity of the crimes, he has been able to evade law enforcement, highlighting serious gaps in how we track and pursue individuals accused or convicted of child sexual abuse.

When abusers are able to disappear across state lines or exploit weaknesses in the system, children remain at risk. Survivors are left feeling unprotected, exposed, and even may consider suicide or self harm, as I personally did. Communities are not properly informed. We need to spread more awareness. No child should have to live in fear knowing their abuser could harm someone else.

We need stronger nationwide coordination between law enforcement agencies, improved real-time data sharing, stricter monitoring systems, and increased accountability when individuals with credible accusations or convictions flee. A unified, transparent, and enforceable national tracking system for fugitive child sexual abusers could prevent future abuse and save lives.

This petition is not only about my story — it is about protecting children everywhere. It is about closing loopholes that allow predators to hide. It is about making sure survivors are heard, believed, and supported.

I am speaking out because silence protects abusers. Reform protects children.
