Strengthen Michigan Laws to Protect Dogs From Extreme Cold and Chronic Neglect

The Issue

Every winter in Michigan, dogs are left outdoors in dangerously cold weather without adequate shelter, insulation, or access to unfrozen water — situations that current law does not clearly define or enforce. While Michigan’s animal cruelty statute defines “adequate care,” the language around weather protection standards is vague and enforcement is inconsistent, leading to preventable suffering.

Backyard breeders in Michigan operate with minimal oversight, and there is no state requirement for licensing, inspection, or reporting for most breeding operations — leaving loopholes that enable neglect and poor care.

We, the undersigned, respectfully urge the Michigan State Legislature to pass laws that:

  • Clearly define measurable minimum standards for outdoor shelter in freezing or extreme weather that protect animal health and safety.
  • Require breeder licensing and regular inspections for all dog breeders to ensure humane conditions and accountability.
  • Strengthen penalties for chronic neglect or abuse, including judicial authority to bar future animal ownership and require restitution for care.
  • Establish a shared, non-public database accessible to animal control and shelters to prevent repeat offenders from acquiring more animals.

Michigan can & should do better. The voiceless deserve protection that doesn’t depend on zip code or public outrage after tragedy. We urge lawmakers to act & frankly; we won't stop until we get answers.
