Strengthen Farm Animal Welfare Enforcement in Pennsylvania
The Issue
Seventy-two animals were recently rescued from a Pennsylvania property after authorities reported they were confined to a single one-acre pen in poor and overcrowded conditions. The animals, including goats, donkeys, horses, and dogs, reportedly required veterinary care for issues ranging from minor to severe. Some showed signs of long-term neglect.
This case is still under investigation, and the animals are currently being held as evidence. But regardless of the final court outcome, one thing is clear: Pennsylvania must do more to prevent situations like this from happening in the first place.
Farm animals are not disposable property. They are living beings that depend entirely on human care for food, shelter, medical treatment, and humane handling. When large numbers of animals are confined without adequate space or proper care, the consequences can be devastating. Hoof damage, malnutrition, untreated medical conditions, and exposure to harsh winter weather do not happen overnight. They reflect systemic failures in oversight and enforcement.
Pennsylvania has animal cruelty laws on the books, but enforcement in rural livestock cases can be inconsistent and under-resourced. Local law enforcement officers and shelters are often stretched thin, especially when faced with mass seizure cases involving dozens of animals that require specialized veterinary and agricultural expertise.
This petition calls on the Pennsylvania Legislature and the Pennsylvania Department of Agriculture to strengthen enforcement of farm animal welfare laws. That includes increasing funding for rural animal cruelty investigations, improving coordination between state police and agricultural inspectors, establishing clearer animal density and care standards for livestock, and ensuring penalties for chronic neglect are meaningful and deterrent.
Stronger enforcement protects animals, supports responsible farmers who follow the rules, and ensures that rural communities are not forced to bear the burden of large-scale neglect cases alone. Humane livestock care is not an optional standard. It is a basic responsibility.
Pennsylvania should lead in protecting both companion animals and farm animals from prolonged suffering. Preventing neglect is more effective and less costly than responding after dozens of animals must be seized and rehabilitated.
