Strengthen Enforcement of Mental Health Parity Laws and Expand Insurance Coverage

Strengthen Enforcement of Mental Health Parity Laws and Expand Insurance Coverage
The Issue
This petition urges U.S. Senator Bernie Sanders to strengthen the enforcement of mental health parity laws and expand insurance coverage to reduce out-of-pocket costs for mental health care. Numerous mental health resources and services require a significant financial commitment that the average person cannot afford. One in every eight patients with household incomes below the federal poverty line who had at least one outpatient mental health session faced a high out-of-pocket expense for mental health services. These financial barriers persist in part because mental health parity laws are inconsistently enforced, allowing insurers to impose higher out-of-pocket costs, treatment limits, and access restrictions on mental health care than on physical health care. The lack of sufficient healthcare services leads to negative health consequences and causes a deficiency in our healthcare system.
Despite having insurance for mental health services, an individual may still incur substantial out-of-pocket expenses. If coverage gaps persist, untreated mental illness will escalate, leading to heightened health consequences and an increased risk of suicide. Suicide is a serious matter to look at because it is the second greatest cause of mortality for people aged 10 to 14 and 15 to 24 in the United States. Although there are existing regulations regarding mental health coverage, further legislation is needed due to the high rates of suicide and financial costs in the United States. Mental health issues are most prevalent among individuals between the ages of 18 and 25. Mitigating unfavorable outcomes within this narrow age range will be improved by securing support to expand mental health coverage and access.
As Chair of the Senate Health, Education, Labor, and Pensions Committee, U.S. Senator Bernie Sanders is in a position to take immediate action to improve overall mental health outcomes in the United States. If successful, this action will expand access to affordable mental health care and reduce suicide risk; if not, financial barriers will continue to leave mental illness untreated and communities at risk. Mental health is a key component of public health, as individuals who do not receive treatment or assistance can exacerbate health inequities, increase public health risks, and contribute to preventable suicide. Senator Bernie Sanders should implement this action immediately. Access to mental health treatment is needed for building a healthier and more equitable society in the United States, especially for low-income individuals and young adults aged 18 to 25 who face significant barriers to care.
