In Clermont County, OH, his harrowing story is not isolated. Cases like Apollo's highlight the pressing need for stronger animal cruelty and neglect laws. Currently, our legal system is inadequate in protecting animals from horrific abuse and neglect. This petition seeks to drive legislative reform, ensuring that no animal endures the suffering Apollo experienced and that neglectful owners are held accountable. And never own another animal again.
Strengthening these laws can save lives. Implementing stricter penalties for offenders, mandating regular welfare checks, and requiring appropriate shelter, food, and water for all animals can create a safer environment. Every creature deserves to live free from chains, with love and dignity.
The current(weak) Ohio Animal Cruelty Laws( ORC 959.131 & 959.99):
- Cruelty to a companion animal (willful torture, torment, mutilation, poisoning, needless killing, etc.) is a First‑Degree Misdemeanor on a first offense: up to 180 days in jail and a fine of up to $1,000
-Subsequent offenses or knowingly causing serious physical harm escalate to a Fifth‑Degree Felony: punishable by 6–12 months in prison and up to $2,500 fine
-Negligent deprivation or neglect (e.g. failing to provide sustenance or shelter) starts as a Second‑Degree Misdemeanor (up to 90 days jail, up to $750 fine).
-Repeated negligent neglect escalates to a First‑Degree Misdemeanor . Negligent serious harm (division E) is a Fifth‑Degree Felony
-Additional penalties: courts may forfeit animals, order restitution for impound/care costs, and bar ownership/custody for a period or indefinitely.
County humane societies and law enforcement enforce these laws and collect fines, which are directed toward training and enforcement costs.
