The Issue

Changhu was the name I gave to a wild leopard that was brutally beaten to death by a mob in Tikapatti village in Katihar, Purnea district, Bihar. Though he was a wild animal, he deserved compassion and protection, not cruelty. His tragic death has deeply saddened animal lovers and highlighted the urgent need for stronger action against mob violence towards wildlife.

Wild animals often enter human settlements because of habitat loss and other circumstances beyond their control. Such situations should be handled by trained rescue personnel and forest officials, not by violence and cruelty.

I respectfully urge the Government of Bihar and the Ministry of Environment, Forest and Climate Change to:

Conduct a thorough and transparent investigation into the incident in Tikapatti village, Purnea district, Bihar.

Ensure that all those responsible are identified and prosecuted under the strictest applicable provisions of law.

Strengthen public awareness programmes so that communities know how to respond safely and humanely when wild animals are encountered.

Improve rapid-response capabilities and training for forest department personnel to prevent such incidents in the future.

Promote compassion and coexistence with wildlife through education and community outreach.

Changhu's life mattered. His death should not be forgotten, and it should serve as a catalyst for stronger protection of India's wildlife.

By signing this petition, we call upon the authorities to ensure justice for Changhu and to take meaningful steps to prevent similar tragedies from happening again. No wild animal should have to suffer such a cruel fate.

This petition is respectfully directed to and seeks urgent action from Shri Narendra Modi, Prime Minister of India, and Shri Prakash Javadekar. Copies and appeals are also intended for Shri Anand Kishor IAS, Principal Secretary, Environment, Forest and Climate Change Department, Bihar; the Chief Wildlife Warden, Bihar; the District Magistrate, Katihar; the Superintendent of Police, Katihar; the Wildlife Crime Control Bureau (WCCB); the National Tiger Conservation Authority (NTCA); and the Ministry of Environment, Forest and Climate Change, Government of India.

We urge these authorities to ensure a thorough and transparent investigation, bring all those responsible to justice under the strictest provisions of law, and take effective measures to prevent such acts of wildlife mob violence in the future through stronger enforcement and public awareness. No wild animal should have to suffer the fate that Changhu endured.
