Oppose Variance & STOP NEW Development Glenwood Hill Manor 177-Unit Monstrosity in Yonkers

The Issue

The Lake Avenue Community Association and area residents oppose the proposed construction of Glenwood Hill Manor an 177-Unit Affordable Housing Development proposed for 273-296 Glenwood Avenue, 146 and 164 Lake Avenue variance application by Lemor Development Group & Empire Development Capital Holdings, LLC. 

As residents of the City of Yonkers, we do see a need for Affordable Housing Development, we believe in SMART DEVELOPMENT that compliments a neighborhood. The proposed monstrosity is not right for the area selected due to the proposed size and its polarizing contrast to the character of the neighborhood, which, as a majority, are single to two-family homes. We already have a huge parking issue on narrow residential streets.

 


ZONING VIOLATION AND VARIANCE REQUESTS CURRENTLY BEFORE THE ZONING BOARD OF APPEALS:

1. Exceeding maximum permitted height (required: 75 ft., proposed: 156 ft.).
2. Insufficient side yard (required: 16 ft., proposed: 15 ft.).
3. Insufficient side-front yard (required: 20 ft., proposed: 17 ft. Sommerville Pl & 10 ft. Fr. Finial Sullivan Dr.).
4. Insufficient rear yard (required: 25 ft., proposed: 10 ft.).
5. Insufficient front yard (required: 25 ft., proposed: 4 ft.).
6. Insufficient parking (required: 271 spaces, proposed: 138 spaces).
7. Parking within the minimum side-front yard on Sommerville Place, not permitted.
8. Parking within 10 feet of a building on the same lot is not permitted.

9. Exceeding maximum permitted floor area ratio, Section 43-27, Table 43-3 (required 3.0, proposed 4.23).

10. Exceeding maximum permitted building coverage, Section 43-27, Table 43-3 (required 40 percent, proposed 42.6 percent).

11. Fences and walls, including retaining walls, must not exceed 4 feet in height in a required front yard setback or in any other required setback abutting a street and 6 feet in height within any other required yard setback

-WILL ALTER THE ESSENTIAL CHARACTER OF THE NEIGHBORHOOD
-IT WILL CREATE A PARKING NIGHTMARE
-WILL INCREASE VEHICLE AND PEDESTRIAN TRAFFIC 
-PUTS PROFITS OVER PEOPLE AND COMMUNITY IF APPROVED
-SETS A PRECEDENCE IN THE AREA FOR FUTURE DEVELOPMENTS
-THE APPLICANT'S TRAFFIC AND PARKING STUDY HAS NO BASIS IN REALITY
-Increased Building Height from 75' to 156' is unacceptable.
-Exemption from providing sufficient parking will further stress parking in the area and is intolerable.
-The increase in pedestrian and vehicular traffic will directly impact our quality of life.
-The proposed takeover of a dead-end street, making it through traffic, will negatively impact the residents. 
-The Consent Decree called for less dense multifamily residences spread throughout Yonkers, not high-rise towers.

ADD YOUR NAME to the petition and let the Mayor of the City of Yonkers NY, The Yonkers City Council, and the Zoning Board of Appeals know that residents of the area say NO to this development plan submitted by Lemor Development Group & Empire Development Capital Holdings, LLC!

As residents of the area, we strongly condemn the obfuscation tactics behind this application and urge rejection of the proposed variances. The developer making a higher profit should not be done on the backs of the existing community. 

This is NOT really an application for variances, it is rezoning disguised as a variance application. The Yonkers City Council has already granted the applicant a ZONE CHANGE form M- apartment houses, medium-density to A- apartment houses, and High-density totally blowing through the requirements of the existing zoning district to enable a project much larger than accomplished through the rezoning. This is an egregious abuse of the variance process.

It would be a terrible precedent to set going forward for other property owners who may seek to build more profitable projects than they can under the zoning. If more of them seek variances of this scale, the whole idea of contextual zoning to protect the current built environment will be lost.
