Stop Unchecked STR Growth: Cap STRs and Fund Enforcement

The Issue

Columbia is at a pivotal moment. STRs have grown without a firm limit, and enforcement has not kept up. Residents deserve a clear, enforceable policy that protects neighborhoods and prevents further STR expansion.

We are asking City Council to take two simple, commonsense steps:


1. Cap STRs in Residential Neighborhoods at Today’s Levels
There are 282 non-owner-occupied STRs operating in residential areas.

Capping STRs at this number would formalize and extend the existing moratorium at its current level. This ensures STRs do not increase beyond today’s footprint in residential neighborhoods and prevents additional concentration.

Cities like Mount Pleasant, North Charleston, Folly and Beaufort already use cap systems to protect neighborhoods while providing clear, predictable rules.

 
2. Strengthen STR Enforcement Across the City
Enforcement has not kept pace with STR activity. Neighborhoods are often left to report issues on their own, which is not fair or sustainable.

Columbia needs significantly stronger STR enforcement, dedicated staff, and active monitoring so that existing rules actually protect residents. The City should take a proactive role in responding to complaints, checking compliance, and shutting down illegal STRs.

If STRs are allowed to operate, they must follow the rules, and the City must enforce them.

 
A Clear Path Forward
This plan safeguards neighborhoods by demanding clear rules, stronger oversight, and true accountability.

These two steps will: 

  • STOP expansion of STRs in residential zones
  • STRENGTHEN the enforcement of existing rules
  • PROTECT housing stability
  • REDUCE neighborhood disruptions
  • ENSURE fairness and transparency for everyone

Columbia’s neighborhoods deserve a policy that protects residents and ensures STR rules are enforced. A cap at current levels and stronger enforcement offer a practical solution that puts our communities first.
