Stop Turning Away Dying Pets: Require Emergency Stabilization Care Regardless of Payment

Every day, pet owners across Washington State are faced with an impossible decision:

Pay thousands of dollars upfront… or let their pet suffer and die!

This isn’t rare, it’s happening right here in our communities.

In emergency situations, veterinary clinics can legally refuse to treat animals if the owner cannot afford immediate payment. Meanwhile, pet owners can face legal consequences for not providing care.

This creates a devastating gap:

Pets are left in pain and distress
Families are forced to watch helplessly
Life-saving treatment is denied—not because it’s impossible, but because it’s unaffordable

I experienced this firsthand when a small dog in our family went into labor with a puppy stuck in the birth canal. Multiple clinics refused treatment without thousands of dollars upfront. We were told to take her home and “make her comfortable.” She was going to die,simply because we couldn’t pay immediately.

No animal should suffer like this. No family should be put in this position.

 

The Solution:

 

We are calling for legislation that requires veterinary clinics to provide basic emergency stabilization care in life-threatening situations, regardless of upfront payment.

This is NOT free veterinary care.

This is about preventing unnecessary suffering and death.

The proposed law would: Require vets to provide life-saving stabilization in emergencies.

Allow clinics to bill afterward or use tax write-offs/assistance programs
Protect both animals and veterinarians with clear guidelines

Similar protections exist in human emergency medicine, our pets deserve the same compassion in critical moments.

 

Why this matters:

 

Pets are family. They rely on us for everything, and in their most vulnerable moments, they deserve a chance to live. We are not asking for luxury care. We are asking for compassion, dignity, and a chance.
