PETITION: Stop the Silent Rezoning of Our Homes and Neighbourhood

The Issue: Rezoning of RC3 Neighbourhoods

We, the undersigned residents and property owners of RC3-zoned neighborhoods, write to express our strong opposition to the proposed rezoning amendments that would allow Short-Term Rentals (STRs) in our community without proper public consultation.

Many of us chose to live in RC3 areas specifically because they are designated residential, fostering quiet, stable, long-term neighborhoods. We value our sense of community, our safety, and the overall character that makes our area a desirable place to live and raise families.

However, City Council is now moving to permit commercial activity — specifically STRs — in these traditionally residential zones. This is being done quietly and without transparent, direct engagement with affected homeowners and residents.

We are deeply concerned that allowing STRs will result in:

· Increased traffic and noise, disturbing the peace and quiet we currently enjoy.

· Decreased neighborhood safety and stability, as transient visitors replace long-term neighbors.

· Lower property values, negatively impacting residents who have invested in their homes and community.

· More absentee owners and fewer engaged, invested neighbors.

· Serious safety risks, especially in interface areas adjacent to wildfire-prone zones, straining emergency preparedness and evacuation plans.

We firmly believe that any proposed changes of this magnitude require transparent, robust community consultation and engagement, not quiet amendments made behind closed doors.

We, the undersigned, respectfully petition City Council to:

1. Pause all proposed RC3 zoning amendments permitting STRs until comprehensive, in-person and online public consultations are conducted.

2. Hold a dedicated public hearing allowing residents to express concerns and ask questions directly.

3. Provide clear, accessible information regarding the scope, rationale, and potential impacts of these changes.

4. Respect the original intent of RC3 zoning: to preserve stable, residential neighborhoods and protect homeowners' rights.
