The Issue

The United States has revoked the tourist visas of Marina del Pilar Ávila, the governor of Baja California, and her husband, Carlos Torres Torres—without offering any explanation. Neither individual has been accused of any crime or is under investigation in Mexico or the United States. This action appears arbitrary, unjustified, and damaging to international cooperation.

As the elected governor of a Mexican border state, Marina del Pilar Ávila regularly works with U.S. officials and institutions. Cross-border travel is not just routine, it’s essential for maintaining the strong ties between Baja California and California. These visas are critical for diplomatic, economic, and cultural coordination. Removing them without cause sends the wrong message and undermines the trust that border communities rely on.

Carlos Torres Torres has publicly stated that his conscience is clear, and no legal proceedings are pending against him. Without transparency or accountability, this decision appears political and discriminatory.

We demand that the U.S. Department of State immediately reinstate the tourist visas for Governor Ávila and her husband. Anything less is a disservice to due process and to the U.S.-Mexico relationship.
