The Issue

🛑 Stop the Rush: Demand a Referendum Before Spending a Dime on the Neshotah Beach Concession Stand

We are calling on the City Council of Two Rivers, Wisconsin, and demand that no municipal funds be committed or spent on the proposed Neshotah Beach Concession Stand Remodel/Construction project until a binding referendum is presented to and approved by the residents on the upcoming Spring 2026 Election Ballot.

Why We Need to Vote: Too Much Cloak and Dagger

The process for this costly project has been plagued by a lack of transparency and constantly shifting figures, which feels tantamount to lying. This must stop. We are demanding a pause and a public vote for the following reasons:

• 💸 The Costs Keep Changing (From $50k to $255k to $500k to $2 Million): We have seen proposals range from a basic health code update (approximately $50k all the way up to a complete new facility with a $2.0 Million price tag). The City Council is currently pushing a major renovation with a $520,000 price tag. Residents cannot approve a project with such volatile and dramatically different financial burdens.

• 🤫 Lack of Transparency: While staff cites immediate health code concerns as the reason for the rush, the City is using this pressure to fast-track a permanent change to the beach. The "cloak and dagger" decision-making process is unacceptable. Residents deserve full, clear explanations and more time to consider their many valid objections and questions.

• 🏖️ Permanent Change to Neshotah: This is more than just a financial burden. A costly remodel will permanently change the landscape and character of our beloved Neshotah Beach. This is a decision that must be made by the community, not a small group behind closed doors.

We are demanding that all planning and spending activities be immediately halted.

We demand the City Council commit to placing a binding referendum on the Spring 2026 Election Ballot, allowing the residents a hands-on vote on this critical community investment.
