We need all to write to our Councillor Mike Colle and to the Committee of Adjustments by July 2 at 4:30 pm to voice our concerns about the proposed 6 storey 54 unit apartment at 340 St. Clements Ave.  These need to be in a pdf format.

If you are writing to the Committee of Adjustments (“CoA”) or City Councillor Mike Colle regarding the proposed development of a six storey, 54-unit apartment building at 340 St. Clements Ave. here are the key messages to deliver in the letter:

·      The intended tenant base are supposed to be seniors without vehicles.  There are no resident parking spaces and two smaller visitor parking spaces and no loading zone. These individuals will require the services of healthcare providers, meal deliveries, rideshare and taxis, Wheel Trans and paramedics.  These service providers won’t have anywhere to park.  They will be forced to park or idle on St. Clements Avenue which already has limited capacity.  This will create more congestion leading to the risk of traffic accidents with cars and pedestrians.   There are hundreds of elementary school children that pass this intersection every weekday before school, at lunch hour and after school.  These kids are at the most risk of being involved in an accident.

·      The last 100 feet of St. Clements east of Avenue Road is on a significant uphill slope facing westward.  In winter, westbound cars routinely get stuck in even light snow while waiting for the traffic light to turn green.  This is right in front of the proposed driveway for 340 St. Clements.  

·      Waste disposal for the building will utilize the same residential waste disposal process as the existing detached homes.  Waste disposal bins from the apartment will be brought to the curb on St. Clements Ave on pickup day.  There is insufficient space to stage garbage, recycling and green bins on the boulevard especially during the winter when snow is piled up on the boulevard.  Waste disposal vehicles will congest St. Clements for a prolonged period of time while loading waste into their trucks. It will take significantly more time to load the waste of 54 units compared to a typical 4-5 person dwelling.

·      There is no loading dock. For a 54-unit building deliveries and moving trucks will have to block either Avenue Road or St. Clements Ave while waiting to unload adding to traffic congestion creating a dangerous environment.

In our beloved community, we have always thrived on the close-knit feeling of security and familiarity among neighbours. Recently, however, this sense of comfort has been threatened by the proposed construction of a six-storey, 54-unit apartment building at 340 St. Clements Avenue on the north east corner of Avenue Road. This project is not just another construction plan; it represents a severe disruption to the fabric of our neighbourhood.

Firstly, this proposed building blatantly violates several zoning by-laws specifically designed to protect the residential nature and aesthetic of our area. Our neighbourhood zoning laws have been carefully crafted over the years to maintain the low-density living environment that our community cherishes. This high-density proposal disregards these crucial guidelines and threatens to permanently alter the character of our community.  Additionally, proposed building height of 23.94 m will create severe overlook, loss of privacy, and shadowing for adjacent low-rise single-family homes.

Another critical concern is the impact on traffic and pedestrian safety. Our neighbourhood is already a busy area, especially during school hours, with children and pedestrians traversing the streets.  The proposed minimal setbacks  will be less than 1 metre from the sidewalks. An additional 54-unit building will significantly increase traffic congestion and pose a threat to pedestrian safety, especially for children going to and from school. This potential safety hazard is simply not acceptable.

As this is intended for a seniors focused affordable rental building there are no residential parking spots for the 54 units with only two visitor parking spots and no loading zone.  This will cause significant disruption to traffic as residents will have to rely on other cars, taxis, ridesharing services, or services such as Wheel Trans to pick up residents.  These will have to stop on either Avenue Road or the already congested north east corner of St. Clements Avenue.

We have also seen firsthand in similar developments how these types of constructions can strain existing infrastructure and services, leading to increased demands on public amenities such as water and  sewage. The charm and practicality of our residential neighbourhood must be preserved, not overburdened with new challenges.

This development sets a dangerous precedent for future projects that may similarly neglect the needs and wants of the community residents. It is our responsibility to stand firm against this proposal and uphold the values and standards that our community has long represented.

Please join me in opposing this project to ensure that our neighbourhood remains safe, serene, and true to its residential roots. Sign this petition to let local authorities know that our community deserves to have its voice heard.
