Stop the Over Development of Breeze Hill Park Disrupting our Community

The Issue

Downsizing of the park proposal for vacant lot adjacent Vista Courthouse on Breeze Hill Rd.

This petition represents the collective voices of residents, urging the City Vista Council to reconsider the approval of a park establishment on Breeze Hill rd adjacent to the Vista Courthouse, that could lead to increased noise, congestion, traffic, crime, and a decline in our property values.  Current concept plans include pickleball courts, two dog parks, playground, splash court, restrooms, and parking lot.

Concerns: Noise, congestion, and disruption of our quiet and peaceful community.  Excessive number of features on a small property, less than 50 yards from Charlemont and Avalon communities.

  • Pickleball court noise.  Similar installations at Thibodo Park led to daily noise complaints and therefore costly removal.
  • Two designated dog parks will lead to persistent daytime barking and noise disruption.
  • Playground contributing to continuous noise, especially on weekends when usage is highest.
  • Splash pad causing noise and raises sanitation concerns.  Contradicts water conservation efforts in our drought-prone area.
  • Park usage permits for large parties and loud music events would further increase noise levels.
  • The combination of multiple features results in compounded noise pollution.
  • Close proximity to a detention center, where individuals are released daily, raises safety and loitering concerns.
  • Gathering spot for homeless individuals, affecting the park's intended use and neighborhood security.
  • Public restrooms, if poorly maintained, may become unsanitary and unusable.
  • Insufficient parking, increasing parking congestion on Breeze Hill Road and spilling over into Charlemont. 
  • Without limited hours of operation and gates, the park would remain active late into the evening, becoming a site for people living in their vehicles as they all ready are on La Tortuga Rd adjacent court house parking lot.

The final proposal should be scaled down significantly.  A grass park with walking paths, workout stations, and picnic benches would be more than sufficient.  A park of the proposed scale should be reserved for a location that is large enough to accommodate the features without undue burden to the local neighborhood and have a repeat of Thibodo parks pickleball courts removal.

If we don’t want a large, disruptive, and congested multi-feature park built right across the street from Charlemont and Avalon, we need to speak up now, before final plans are approved.  If no one responds, the park planning committee will assume there are no objections to moving forward. I personally spoke with Vista Mayor Jonathan Franklin, who confirmed that resident feedback is taken seriously and will significantly influence the decision.

The city is accepting the community’s suggestions.  You can attend the meetings at the Vista Civic Center.   However, emailing in your concerns to the websites and city representatives below will carry the most significant weight.
