The Issue
We are Syrian merchants and citizens raising our voices against rising injustice and threats to our livelihoods. Over 80% of Syria’s commercial shops are owned under the legally recognized “Furough” system—a buyout leasehold contract that has existed for decades and is used in many countries around the world.
Today, a government-appointed committee—fully biased in favor of title-holders (landlords)—is seeking to evict shop owners from their legally purchased and long-held businesses. These shops were purchased through official legal channels, with financial agreements signed and registered at the Ministry of Finance. Title-holders received up to 90% of the property value during these transactions and continue to collect 10% annual rent.
Now, under the pretext that the Furough system is a "Ba’athist" or “un-Islamic” invention, these same landlords are attempting to seize back the shops—despite having received full payments and given legal consent.
This is a distortion of truth and religion. The Furough system is not exclusive to Syria and is not against Islamic law. Many Muslim-majority countries use similar long-term lease systems. Religious and legal manipulation cannot justify robbing thousands of citizens of their livelihoods.
Our demands are clear:
1. Uphold the acquired legal rights of shop owners under Furough contracts.
2. Reject any eviction decisions based on biased political or religious interpretations.
3. Recognize that these contracts were signed willingly and lawfully by both parties.
4. Respect the financial sacrifices and life investments made by Syrian merchants.
This is not just a legal issue—it is a national emergency.
If such unjust laws are passed, thousands of shop owners will lose their life’s savings. This will lead to:
A total collapse of the Syrian economy
Rising social tension, sectarian clashes, and possible street violence
A complete breakdown of public trust in the law and national institutions
The decision from the government committee is expected on July 12, 2025. We need urgent international attention and public support before irreversible damage is done.
