The Issue

We are the residents living In Broughton Park and Prestwich. We live in a quality location where our many families take pride in the cleanliness and neatness of the road.

We very recently and without more than 1 week's notice were informed by Notices on lamp posts that IX Masts would be installing telecoms infrastructure. Reference is Bury/7/TP/171/2. In addition as you can see in the picture there will be several large metal masts that look like rockets with large data cabinets next to them.

On inquiry the residents have been told that IX Wireless has indicated that they propose to install overhead cabling and wooden poles that effectively have the same appearance as ‘telegraph poles’. These will be taller than a lamp post.

One of the main ways of installing telecommunications to properties is via underground cabling. Cables generally run from central data facilities, along the highway and straight into properties. These then connect straight into routers and provide wireless broadband within the premises.  Most of the service media is underground, properties are served well by broadband and fibre optic.

The stated reason that IX wishes to install infrastructure by Poles and not underground is to save money. IX suggests that their model provides significantly less disruption during installation than digging up highways and driveways. However, the conduits are already in the street and we believe could be used. There would be no disruption.

The Poles are ugly and may possibly be dangerous and we the residents do not wish to see them.

We have not been consulted. We have not been provided with Legal Opinions that apparently IX and Bury Council have in relation to whether planning consent is required. In the absence of such Opinions being made public we believe such structures are significant to require planning. Oh & get this - MP for Bury accepts donations from IX - https://www.tortoisemedia.com/2023/01/09/tory-mps-accepted-donations-worth-thousands-from-mystery-donors/

The Government Code of Practice has not been followed:  https://www.gov.uk/government/publications/code-of-practice-for-wireless-network-development-in-england/code-of-practice-for-wireless-network-development-in-england There is no consideration of using existing infrastructure when the Code states you should make use of existing structures, wherever possible to reduce the need for new development; no consultation with the residents

The installation of the transmitting masts does require permits from the Highway Authority. We have not seen any such permits.

We are told that our Council has liaised with IX Wireless on an informal basis to ensure that these transmitting masts and poles are located in the most appropriate locations with minimal impact on residents and the street scene. We the residents have not been consulted so we are now informing you that the visual impact will be significant and unacceptable. The wooden poles are tall, ugly, and old-fashioned. Totally out of keeping with the street.

Are these even safe??

We the undersigned object to you installing the wooden poles. We believe you may need planning. You have not consulted. There is an alternative. We will not become customers of yours.
