'A Casa' restaurant in Cobham is a small, independent, family owned and run restaurant.  It forms part of a group of independent restaurants in Putney, Wimbledon and Cobham.  The restaurant is our livelihood which we have worked tirelessly on since day one.  We employ many local staff and due to our hard working team we have gained a strong, local and wider following.  We have worked hard and tirelessly at investing, regenerating and turning the restaurant around after multiple tenants and owners.

There has been a restaurant at the property since at least 1989, granted by Elmbridge Council.  

There is no off street parking at our restaurant and no prospective provision.  Therefore, patrons rely solely on parking on adjacent roads, including the layby along Portsmouth Road which is the subject of proposed waiting times.  

With reference to drawing L28 of Project 3282/ELM access by way of https://www.surreycc.gov.uk/roads-and-transport/parking/local-news-and-updates/elmbridge/elmbridge-parking-review-2021-22 of the above-mentioned review depicted by the green line is a parking restriction Monday - Saturday 8am to 6pm for 1 hour and no return for an hour.

This area is a layby and currently has no time restrictions.  Resulting in this side of Portsmouth Road being used by patrons to my restaurant as parking close to 'A Casa' is very restricted.  If this implementation comes into force I will loose valuable parking spaces for customers which will have a serious impact upon my business.  The stretch of Portsmouth Road opposite St Andrews Gardens has very limited parking on one side due to the width of the road and it is not the best place to park as it requires crossing Portsmouth Road which is busy and fast flowing.

During the day time the layby which is the subject of the restrictions hosts a burger van which creates even further pressure on patrons to my restaurant finding suitable safe parking.

The importance of suitable parking cannot be understated to my business and the convenience to customers as it is on the same side as my restaurant making coming to 'A Casa' for a lot of elderly customers accessible and convenient.  The implementation of the proposed restrictions would force some customers to park along St Andrews Gardens or other adjacent roads which would compromise pedestrian safety as a result of pedestrians crossing Portsmouth Road.

I would therefore be grateful if the proposal be reviewed as being harmful to our local business and pedestrian safety.  In addition, cause unnecessary restriction on trading.  I the undersigned therefore propose that this element of the proposed parking review is omitted from any parking time restrictions.
