Hachi has:
*No prior record of aggression or attacks
*Up-to-date vaccination records, provided to authorities
*Professional training documentation stating he showed zero aggression
*Witness statements and written documentation indicating the neighbor involved has a documented history of threatening, striking, and intentionally agitating Hachi prior to the incident
*Supporters of this petition are deeply concerned that provocation and context were not meaningfully considered before this irreversible decision was made.
