Stop the enforced Parked Permit scheme Zone 15 Cheltenham.
The Issue
As you may be aware, GCC is introducing a parking permit scheme for residents within the Hewlett Road area of Cheltenham. Zone 15.A large percentage of Fairview residents strongly object to the scheme because the scheme being introduced offers no benefit to them, in fact it restricts them in many ways, and would seem to serve only as a fundraiser for the Council without addressing the real issue of parking within the Fairview area.
Key Concerns:
a) Paying (£63.60 for 1st permit, £127.35 for 2nd) for a scheme which does not guarantee a space.
b) Discrimination against families who may be registered at the same address and lived in Fairview all their lives but with more than 2 vehicles per household - including families with children of driving age (NO EXCEPTIONS to the 2 permit per household rule). However, students and those in HMO’s (Houses with Multiple Occupancy) will be allowed a permit each.
c) The requirement to pay for temporary visitor's permits on a £1.35 per day/per vehicle basis and a restriction of only 50 permits per year.
d) The scheme is running 7 days a week when there is no need for weekend restrictions and will severely impact residents socializing at home.
e) The scheme was meant to have an environmental aspect yet no electric car spaces have been allocated.
f) It directly impacts againt workers who have to have a car so they can do their job. Public transport is unworkable for home visiting and when all occupants in the house have these type of jobs it is unfair
g) The survey period was done during a covid lockdown which would not have been a true representation of the situation. There is also question whether a road traffic survey was in line with the law at this time when travel was restricted to critical work only.Has this survey even been done legally ??
In summary, this has been a poorly thought out scheme which has totally disregarded the needs and concerns of the people it affects directly, the residents of Fairview, and in fact discriminates against them. We need to take positive action now to prevent this scheme going ahead and force our Council who are responsible for this money making scheme to listen to the residents and stop this
