The Issue
We the undersigned, are deeply concerned about the proposed development of a 30MW Battery Energy Storage System (BESS) at Pennyfern Road, Greenock, Inverclyde. The site is situated adjacent to The Greenock Cut and located within Clyde Muirshiel Regional Park.
This petition aims to raise awareness and gather support to prevent the development from moving forward. While we understand the importance of transitioning towards renewable energy sources, it is crucial that careful consideration be given to the responsible placement of storage systems. The chosen site for this BESS facility is unsuitable due to its close proximity to a nearby residential area and location within specified Greenbelt land being part of Clyde Muirshiel Regional Park.
The BESS development poses significant risks and concerns that cannot be ignored. Here are some key reasons why we must halt this project:
1.) Fire Hazards: There is well-documented crucial evidence that battery energy storage systems have been known to pose fire risks through failure within cells. When large quantities are stored in close proximity a process called thermal runaway can occur. This is the quick transfer of heat from battery to battery ultimately resulting in fire. The release of highly toxic gases in this case will be able to spread across Inverclyde with support from the prevailing winds. Lithium-ion battery fires are challenging to control and extinguish. Taking into account the proposed cuts being made to our local fire and rescue services, this is of added concern. BESS fires are not simply extinguished within a matter of minutes, instead, they can be prolonged and drawn out putting the wider community at risk from toxic fume inhalation.
2.) Visual Impact: The proposed location for this BESS development is in close proximity to the residential area of Pennyfern Road and the scheduled historic monument, The Greenock Cut, cherished by locals for its outstanding natural beauty. The installation of a large-scale battery storage system will significantly alter the scenic landscape by introducing industrial-type structures that are out of sorts with the natural surroundings. Furthermore, the chosen site is within the Clyde Muirshiel Regional Park and placement will contradict local policy not contributing to preserve or enhance the park's natural beauty in any way. A major development such as this should be appropriately located, not a blight on the landscape.
3.) Environmental Impact: The construction of BESS facilities can have detrimental effects on our environment potentially leading to the destruction of natural habitats, soil erosion, and water pollution. The construction alone will destroy several hedgerows and alter watercourses, diverting runoff into local properties with the possibility of flooding. This major development has the potential to degrade natural ecosystems and harm local wildlife populations. The abundance of wildlife in the area includes many species some of which are protected. Buzzards, owls, cuckoo and osprey, deer, fox, bats and badgers have all been sighted near the proposed site.
4.) Noise Pollution: BESS facilities generate noise during operation due to their cooling systems, inverters, transformers and other electrical equipment. The proposed site is an area used by locals, communities and visitors alike to escape the stresses of everyday life. The noise generated, typically not a sound expected to be heard within the countryside, will likely disturb this peaceful and tranquil setting. Furthermore, the noise intrusion may have an adverse effect on the general well-being of nearby residents.
We believe that the motives behind this development are purely for financial gain at the expense of vulnerable residents who lack resources and influence within local decision-making processes. We demand a thorough assessment of alternative locations away from residential areas and measures to mitigate potential negative effects on the local population.
