

Stop the Cruel Mass Removal of Rajasthan’s Street Dogs – Choose Humane Solutions

The Rajasthan High Court’s order dated 11 August 2025 instructs municipal bodies to remove community dogs and other animals from roads and place them in shelters. While public safety is important, this order will cause immense cruelty, is logistically impossible, and will not solve the problem.
Case Study – Jodhpur:
Estimated Community dog population: ~50,000
Soorsagar Dog Pound capacity: ~800 dogs
Current pound conditions: overcrowded, unhygienic, inadequate food and water, lack of veterinary care, sick and healthy dogs kept together.
If thousands of community dogs are moved into pounds:
- They will not get enough food — the government has no budget for feeding and long-term care of community dogs.
- It is logistically impossible to house all stray dogs in the state in existing pounds.
- Overcrowding will lead to disease outbreaks, fights, injuries, diseases, and deaths.
- The “vacuum effect” will bring new unsterilized community dogs back into the emptied areas.
What the Law Says:
The Animal Birth Control (Dogs) Rules, 2023 mandate Catch–Neuter–Vaccinate–Release (CNVR) as the only sustainable and humane method of stray dog population control. The Animal Welfare Board of India also strongly opposes mass confinement.
We Urgently Demand The Real Solution:
- Immediate suspension or amendment of the mass removal order.
- Ward-wise sterilization (nasbandi) and vaccination drives, overseen by ward inspectors and in-charges responsible for accurate records and humane treatment, as per ABC Rules, 2023.
- Promote adoption of community dogs into caring homes.
- Formation of a Monitoring Committee in each city with municipal officials, AWBI members, veterinary experts, and citizen representatives to ensure humane practices and transparency.
Why This Matters:
We can ensure public safety and animal welfare — but only through science-backed, humane solutions like Sterilization. Rajasthan can be a model for compassionate coexistence, not cruelty.
