Stop the Crowsnest Annexation: Protect Parker’s Wildlife, Bald Eagles, Open Space

The Issue

We, the undersigned residents of Parker, Castle Pines, Douglas County, and surrounding communities, oppose the proposed annexation and high-density development of the 800-acre Ventana Capital “Crowsnest” property.

This land contains significant wildlife habitat, including documented bald and golden eagle activity, migratory bird corridors, and sensitive open space. The proposed density—over 4,500 units—is extreme and inconsistent with surrounding neighborhoods.

Our concerns include:

• Bald and Golden Eagle habitat risks (BGEPA violation risk)

• Migratory Bird Treaty Act (MBTA) protections for nesting birds

• Loss of natural habitat and open space

• Traffic impacts requiring 6-lane widening of Crowfoot Valley Road

• Major strain on Parker’s infrastructure (not financially planned for)

• Detrimental impact on existing neighborhoods and community character

• Increased commuter traffic through Parker to I-25/E-470

We call on the City of Castle Pines, Town of Parker, Douglas County, Colorado Parks and Wildlife, and the U.S. Fish & Wildlife Service to:

1. Halt the annexation process immediately

2. Conduct a full wildlife impact study including eagle nest surveys

3. Evaluate impacts under BGEPA, MBTA, and state wildlife laws

4. Reject this annexation unless substantial downsizing and protections are implemented

We ask our elected officials and wildlife agencies to prioritize:

✔ wildlife protection

✔ safe infrastructure

✔ responsible development

✔ community input

✔ preservation of Colorado’s natural landscape

We urge you to stop the Crowsnest annexation until a full, independent environmental and wildlife review is completed.
