Stop the construction of North Stamy Road trail.
The Issue
We the undersigned, as citizens of Linn County, Iowa and/or residents of the city of robins, Iowa, hereby oppose and object to the planning and proposed construction of a trail along Stamy Road from West Main Street and south along Stamy Road to a point approximately one-half mile, more or less as depicted by a green line on the map attached and made a part hereof; and
We the undersigned, as citizens of Linn County, Iowa and/or residents of the city of Robins, Iowa have numerous comments, concerns, objections and requests regarding the aforementioned proposed trail; and
Our comments, concerns, objections and requests are as follows:
1. Eliminate Federal and Local Funding for Trail along north Stamy Road. We the undersigned, oppose and strongly object to the diversion of federal and local funds away from the proposed trail along West Main Street and shifting a portion of the federal aid and local funds for a proposed trail along the north portion of Stamy Road.
We the undersigned, hereby understand that the Corridor Metropolitan Planning Organization (CMPO) had originally allocated federal aid funds in the amount of $860,000 towards the $1,000,000+ proposed trail along West Main Street from the Cedar Valley Nature Trail westerly to North Center Point Road. Subsequently, on March 17, 2022, at the request of the city of Robins and without any constructive notice to Robins’ area residents by the city of Robins, the CMPO modified and changed the proposed trail project limits and eliminated the funding for the trail portion along West Main Street from Stamy Road westerly to North Center Point Road and including instead a proposed trail and associated federal and local funding for a trail along the northern section of Stamy Road.
We the undersigned, hereby request that the city of Robins and the CMPO reinstate and restore the federal and local funding back to the original section of trail planned for along West Main Street from Stamy Road to North Center point Road. This future portion of the trail is needed to better service the areas to the north and east of West Main Street in Robins.
2. Dead End Trail - We the undersigned, oppose and strongly object to the aforementioned planning and construction of the section of trail along Stamy Road. This proposed trail will dead end and there is no demonstrated need for this section of the trail. No trail users will find a dead end trail as a desirable destination. Allocation and spending of thousands of of federal and local funds for a trail along Stamy Road is a total waste of taxpayer funds. The cost to benefit ratio for planning and construction of a trail along Stamy Road is extremely high and is deemed unacceptable.
3. Privacy - We the undersigned, oppose and strongly object to the aforementioned planning and construction of the section of trail along Stamy Road because the privacy of area residents would be compromised and negatively impacted.. The residential homes and family farms in the vicinity of Stamy Road and the surrounding area were built to take advantage of the beauty, quietness, and serenity of the area. The area homeowners and family farmers hereby request that a trail not be built along Stamy Road so as to keep and maintain the present and continued character and serenity of the neighborhoods. We further request that the city abandon any future plans for extension of Stamy Road and any proposed future trail from West Main Street southerly to Tower Terrace Road.
Residential and Business Development North of Tower Terrace Road - We the undersigned, oppose and strongly object to the aforementioned planning and construction of the section of trail along Stamy Road and any future extension of Stamy Road and any proposed future trail from West Main Street southerly to Tower Terrace Road. The present and future development area immediately north of Tower Terrace Road can be better served by constructing streets and trail connections from Tower Terrace Road. There is absolutely no need to extend Stamy Road and or a trail from the north to serve this area.
