Stop the construction of a gas station next to our neighborhood

The Issue

As a concerned parent, the proposed Circle K gas station at Baseline Road and Westbrook Boulevard near the Sierra Vista neighborhood poses a significant threat to my child's health and wellbeing. Evidence suggests that children living within 250 meters (820 feet) of gas stations face a significantly higher risk of developing childhood leukemia (including Acute Myeloid Leukemia and Acute Lymphoblastic Leukemia) and respiratory issues. This is due to their exposure to benzene and other volatile organic compounds (VOCs) commonly emitted from gas stations.

A large number of southern-most dwellings in the Sierra Vista neighborhood are within 250 meters of the proposed site, which means many residents would be placed in a harmful environment with exposure to these hazardous fumes, including seniors and those of us with respiratory conditions or suppressed immune systems.

Historical Background

The initial permit application hearing for the site was held by the City Planning Division in December 2021, at a time when the southern neighborhood was still under construction and no residents in the had yet moved in. Although the City mailed notices regarding the hearing and the opportunity it would provide to allow resident feedback, they limited the effort to addresses within only 300 feet of the proposed site. Additionally, most of those residents either did not receive them due to a USPS error that misdirected mail from Catalan Court to Catalina Court in eastern Roseville for several months, or they moved into their homes after the public hearing was held and after the project had already been approved. Therefore, city records show the permit was approved with "no comments" from the public. 

Our Position

We have chosen this neighborhood for its safe and nurturing environment - for ourselves, our children, our families. Installing a gas station next to our homes undermines the safety and tranquility that our community relies on. Most of us do not have the time, resources, or money to simply "move away" from the problem. Gas stations bring with them a slew of other concerns that can affect residents even outside of the 250-meter radius:

  • Safety: increased traffic, fuel transport, and flammable materials significantly raise the risk of accidents, fires, and injuries. Gas stations are also associated with higher nearby property crime counts, potentially creating a criminogenic environment.
  • Environmental Harm: underground fuel tank leaks and surface runoff threaten soil and groundwater, while constant lighting and noise degrade environmental quality.
  • Property Values & Neighborhood Character: A gas station will permanently alter the residential nature of our area and is likely to reduce surrounding property values.

It's essential to prioritize public health and the safety of our children and the wider community over commercial interest. We urge the City of Roseville officials and planning authorities to reevaluate this decision, consider the well-being of our residents, especially our children, and reverse the approval of the Circle K gas station project.

This issue directly threatens our neighborhood and our children, and we need your support to protect it. We received a request for public hearing in response to the notice sent out a couple weeks back for this project. It is going through the normal design review process via our Planning Staff and Planning Commission. The City Council will ultimately have to vote on this project if gets appealed so they should not respond other than they received the petition and look forward to hearing all the information from the applicant and appellant as part of this process. I will have our City Attorney review this as part of the public comment process to ensure it does not conflict with any of our existing meeting laws.
