The Issue

The charm of Santa Barbara's Historical Seasonal Anchorage lies in its accessibility to everyone—commercial fishermen, recreational boaters, and mariners who merely wish to enjoy the tranquil waters for an afternoon. However, the proposed commercialization of this cherished public space by converting it into city-owned rental moorings threatens to undermine this longstanding tradition.

The core issue at stake is the violation of civil liberties that accompanies such commercialization. If this goes ahead, only those who can afford the rental fees for the city moorings will have access, effectively excluding many from their right to enjoy this space. This change would drastically impact slip holders, patrons currently living on the anchorage, and everybody else who relishes the open access that has been a hallmark of Santa Barbara's boating culture.

The impact of this shift is far-reaching. It would not only economically disadvantage local fishermen and sailors, but also erode the communal spirit that defines our waterfront community. Historically, public waters have provided an equitable space free from financial barriers, and dismantling this tradition in favor of economic gain sets a worrying precedent.

Preserving the Historical Seasonal Anchorage as a truly public space is vital. It supports local livelihoods and contributes to the shared enjoyment and cultural richness of Santa Barbara. We must act before commissions finalize decisions that will forever alter the accessibility and atmosphere of our coastal region.

Let us unite in opposition to this impracticable commercialization plan and protect our community's integrity and shared resources. By demonstrating the number of patrons against converting public space into a commodified entity, we can send a powerful message to the decision-makers, highlighting how deeply this change is refuted by the citizens it will affect most.

Over the last 18-months the Santa Barbara Waterfront, Public Works, and Harbor Commission has been working on converting the existing Seasonal Anchorage Area to the east of Stearns Wharf to a safer and more accountable Short Term Mooring area. The Waterfront Department manages the water space east of Stearns Wharf which is broken down into three main areas as shown in the graphic below. The area of proposed change is the area outlined in YELLOW. The other mooring/anchoring areas further to the east (Long Term Mooring & Free Anchorage) will remain unchanged. The main driver for changing policy is to protect the City’s desalination intake and wastewater outfall pipeline and infrastructure that runs directly through the existing seasonal anchorage. The City of Santa Barbara Public Works Department approached the Waterfront in 2024 and expressed concern with anchoring over desal and wastewater infrastructure and requested no anchoring in this area at all. As a compromise, the Waterfront proposed installing fixed mooring balls which protect Public Works infrastructure while still providing a service to boaters as opposed to closing the area entirely. As installing and maintaining moorings balls has a cost, revenue generated from renting moorings nightly, weekly, or monthly will help offset the cost of permitting, installation, and maintenance. The Waterfront Department is an Enterprise Fund and receives no taxpayer or General Fund dollars. The cost of operations is funded completely by revenues generated within the Waterfront Department. Additionally, fixed mooring balls provide a much safer alternative to anchoring and will result in less boats coming ashore which has been a targeted issue over the years. The Waterfront will continue to offer year-round free anchorage off East Beach for insured vessels. Staff has reviewed this project with Harbor Commission multiple times and has received support and approval. To date, the Waterfront Department has received the required permits from the Coastal Commission and the Army Corps. The hope is to begin installing City owned moorings that can be rented nightly, weekly, or monthly by Fall of 2026. Boaters are currently allowed to continue anchoring in the seasonal anchorage area until mooring balls are installed.
