Stop the City of San Diego from upzoning single-family residences in the College Area

This petition requests Mayor Todd Gloria, District 9 Representative Sean Elo-Rivera, and the City of San Diego Planning Department to withdraw any proposed rezoning of single-family homes in the College Area in the final draft of the Community Plan Update. It is also requested that in-person public meetings resume for the duration of this process. Additionally, we request the City take responsibility for notifying affected residents.

In 2020, plans were presented to the City regarding a community plan update for the College Area called "7 Visions". One of those visions was to protect the integrity of the community's single-family neighborhoods. This plan reflected the much welcomed and much needed transformation to make the main corridors of the College Area mirror the beauty of our century-old homes and close-knit neighborhoods. On February 23rd, 2022 the Planning Department presented two plans back to the community based on outdated and inflated SANDAG data. Grand Boulevards and 15-Minute Neighborhoods both lacked any community provided direction and instead rezones our single-family homes into high-density townhouses and apartments. 

Once some of our single-family homes are rezoned, they will be eligible for the Complete Communities initiative that was passed in 2020. This will allow developers to exceed any height or density restrictions currently in place. Single-family homes are currently ineligible for this program, regardless of proximity to transit hubs.

The College Area is a historic neighborhood with some homes quickly approaching their 100th year. Soria Drive alone is proposed to be changed from single-family residential lots to 5-7 story density backing up to 9-story density. 

This is not what our historic neighborhood needs when there is ample space to accommodate any housing needs on El Cajon Boulevard! 

We ask that zoning proposals be kept to El Cajon Boulevard where there is ample space, underdeveloped commercial properties, and abandoned lots. Once residential streets are rezoned, there will be no incentive for developers to transform El Cajon Boulevard into the business and housing hub that the College Area deserves!
