The Issue
The City of Mount Hope residents do not want drunks wandering onto their property. They’re worried about being robbed by strangers, they don’t want loud parties at all hours of the night, pollution turns them off, dangerous traffic situations are unwanted, they disapprove of littering, and they don’t need the values of their homes to plummet even more than they are right now. The nuisances' attributed to noise, congestion and reduced privacy being sufficiently disturbing to adjacent property owners that they outweighed the positive amenity value associated with being close to a park.
In addition, Let's start by asking a few questions:
- Will they put in a new large communal well?
- Has anyone studied the impact of that on the hydrogeology of the area and impact on other existing wells? What are those results?
- Is there ground water contamination presently?
- What about waste water treatment?
- How much land will be destroyed for paving
- How will the city deal with impermeable surface coverage, run-off, and storm water management?
- Has there been any environmental impact studies? who did them? are they public record yet? And when will they be?
- What about traffic and road improvements and whether a traffic study has been done.
- Will there need to be added lights at entrances and exits?
- How are the taxes and assessments being estimated?
- How will the impact on school transportation for any additional students be handled?
- Does this mean more cell phone towers?
- If the RV park is solely for “seasonal use” and does not need to comply, is a seasonal use clause written into the zoning?
- Is the seasonal use permit restricted to Memorial Day to Labor Day?
- Are there fines in place per RV per day to be assessed for any RVs parked before or after those dates.
- Is there a limit to how many cars might park at the RV parking lot?
- Are a requisite number of sites ADA (Americans with Disabilities) compliant?
- Will there be any retail businesses on site (like a convenience store) and all that entails?
The city is having issues maintaining and updating the foundation of the city let alone take on a responsibility to build and manage a RV park. The RV Park would incorporate town water with a septic system constructed on site. This would hinder the already strained pipe system further. Not to mention that it is a flood zone and thus would incur damages to anything that would stay there.
Also, a city police officer would have to work on the management team to help ensure the RV park does not create a problem for the current residents. This means that the police budget would have to increase and the city does not have the funds to continue to pay for a police force as is. The city has been without a police officer for months with no major issues. Thus the police department is a hinderance and not an asset for the city of Mount Hope.
The section of land that has been proposed is apart of the buyout where in which no solid structures are to be placed on this ground. It is supposed to remain natural and untouched.
