Cuomo will direct the local, county and state authorities to enforce the NYS Agriculture & Markets Laws prohibiting Animal Cruelty, and to "prosecute" this serial Animal Abuser for these heinous crimes against the horses and other animals. This "New York Thoroughbred Breeding Farm" located in Columbia County N.Y. is masquerading as a "rescue" operation to gain custody of rescue horses to "sell" for a quick profit or add to a "hoarding collection" where they are intentionally being starved. Has the Racing Industry in New York forgotten Ernie Paragallo already ? Paragallo was also a Thoroughbred Breeder in upstate N.Y. who starved 177 + of his thoroughbred horses for 2 years before the police arrested him in 2009. For 2 years the Animal Welfare Organization w/jurisdiction failed to intervene to protect the Thoroughbred horses, and to enforce the NYS laws. Why ? Who continues to give the "stand down" orders not to thoroughly "investigate" or "prosecute" Animal Cruelty in Columbia County at "certain" farms ? This ongoing Animal Cruelty is well known by local, county and state authorities, yet it's allowed to continue. Why ? The Public demands the authorities end the Animal Cruelty at this Thoroughbred Breeding Farm which is intentionally starving and neglecting rescue horses and retired Thoroughbreds obtained by misrepresenting the care that will be provided.....the animals are suffering and many are STARVING to death.
