STOP THE 47 STOREY HIGH-RISE DEVELOPMENT AT BUKIT CEYLON!

The Issue

We, the undersigned residents, owners, and stakeholders of the Bukit Ceylon community, hereby submit this petition of objection to the proposed development of a 47-storey serviced apartment on Lots 668, 669 & 670, Jalan Ceylon, Kuala Lumpur. This objection is filed in accordance with the rights provided under Sections 21(6) and 22(3) of the Federal Territory (Planning) Act 1982 (Act 267), which allow affected residents to make representations on planning applications.

KEY GROUNDS OF OBJECTION

  • Severe Traffic and Congestion Risks – Jalan Ceylon and Persiaran Raja Chulan are already overburdened by high-density developments, causing gridlocks and parking shortages.
  • Public Safety Hazards – The site’s steep slope increases accident risks and requires a comprehensive Traffic Impact Assessment (TIA).
  • Loss of Urban Greenery – One of the last remaining green pockets in Bukit Ceylon will be destroyed, contradicting DBKL’s sustainability goals.
  • Construction Disruptions – Excessive noise, dust, vibration, and heavy machinery movement will severely impact residents’ health and quality of life.
  •  Drainage and Flooding Concerns – The hillside terrain could worsen surface runoff and flash floods along Jalan Ceylon.
  • Zoning Incompatibility – The lots are currently zoned as residential and not for high-density serviced apartment use.
  • Hillside and Geotechnical Risks – The terrain poses structural and safety hazards during and after construction.
  • Heritage and Cultural Impact – The development will affect the character of nearby heritage sites and historical neighborhoods.
  • Lack of Transparency – Technical reports such as TIA, DIA, and geotechnical studies have not been made publicly available.

OUR REQUEST

We call upon DBKL to:

  •  Reject the current application or require a major reduction in height and density;
  • Ensure full transparency of all technical studies;
  •  Conduct a public hearing for affected residents before any approval; and
  • Uphold the principles of sustainable and community-oriented urban planning.
