Over the last several months, the Wind Point Board has identified millions of dollars of capital investments that will require the Village to issue up to $17M in debt over the next several years. We likely do need to spend money on overdue infrastructure projects such as replacing water mains and repairing roads. But we do not, at this moment, need to build a new 8000+ square foot municipal building at a cost of $4.2M.
Currently, $4.2M for the building is in the 2026 capital budget and will be approved if we don’t act now. Trustees have said that amount is just a “placeholder” and it may not be spent, but over the past few months, they have proposed actions that will serve to lock in that option. For example, they have proposed spending $250,000 for design engineering, starting the process to hire a construction manager, and discussed adding $4.2M to the first tranche of debt financing.
The current Village office has significant structural and accessibility issues that need to be addressed. And voting in the Village garage is not ideal. But instead of starting with what we really need and can afford, the Trustees seem to have gone straight to the most extravagant and costly option, dismissing other viable alternatives such as renting office space, renovating or expanding existing Village properties, or building a more modest new building.
We believe the Trustees should slow down and do this the right way: identify real needs, determine what we can afford, analyze viable options, and then develop a detailed plan that can be budgeted and implemented. Only if they do that, can Village residents feel confident their tax dollars are being responsibly spent.
So, we're asking them to remove the $4.2M from the 2026 budget and instead conduct a thorough due diligence process to determine the most cost-effective approach to addressing the problems with the current Village office. We are also asking them to not spend any additional funds to advance the $4.2M proposal and not add $4.2M for the building in the first debt issuance in 2026.
The petition signatures will be presented at both the November 4 Finance Committee meeting and the November 13 Board meeting, so time is of the essence.
Please DO NOT sign this petition if you are not a Wind Point resident. Also, if you are a resident and your city says anything except Wind Point (e.g., Racine) please change it to Wind Point before signing.
