Distinguished Representatives of Romania, 

Today I became aware of your intention to order the capture of strays and killing them after 7 days.  

I am sure this is as huge misunderstanding as this is completely opposite to Romanian's Laws for the Protection of Animals, The European Convention for the Protection and Welfare of Animals, The Lisbon Treaty (Art.13 TFEU), The Universal Declaration of Animal Welfare and the World Health Organization.

In case this is not a misunderstanding, I urge you to reconsider it as it is a total lack of respect for life.  I know NO country would like to bear such a horrible label.
The whole world knows there are other respectful and civilized options.

As long as Romania will continue to massacre stray animals, thousands and thousands of Activists around the world will boycott not only tourism to your country but also all Romanian products and will share with all the media the atrocities daily committed against animals.
Romania has become notorious for her barbaric way of treating animals and for its desire to KILL as many strays as possible.  Is that what you want people to think of when they mention Romania?

In United States they have created a dogfood that sterilizes dogs and has no side effects; here I am sharing this information.

From 600 Million Stray Dogs Need You:

Overview - April 11, 2010

For the hundreds of millions of stray and diseased dogs who will never receive expensive surgical sterilization, a sterilization product is being developed which should finally allow us to end the dog overpopulation problem -- without surgery, without capturing the animals and without euthanasia.  

The non profit charity 600 Million Stray Dogs Need You is dedicated to finishing the development of an oral product, and to ensuring it is widely distributed and kept affordable for animals in need.

This product for dogs is a breakthrough, and a cat version will be developed as soon as funds are available.  

Once approved, this non-surgical form of permanent birth control for dogs can bring an end to the number one problem faced by virtually all humane societies, animal rescue organizations, city pounds and county animal control agencies around the world:  far more stray dogs than there are homes for them. 

The New Era for Animal Welfare:  For the first time in history, there will be a safe and affordable alternative to expensive and time-consuming sterilization surgery. 

In a short span of time, large populations of stray dogs can be affordably, humanely and dramatically reduced.

 

Considering the fact that the number two cause of animal suffering and death in the world is animal overpopulation, once approved and distributed, a product such as this can create the single largest reduction of animal suffering in history.

 

The financial savings realized by humane societies and rescue groups are likely to beunprecedented. 

The reduction in the use of euthanasia is likely to be unprecedented and the bitter friction between animal welfare groups over euthanasia and no-kill policies, can end.

First, we must pay the costs of having this humane product approved by the FDA (an estimated $5 to $6 million per year for six years), as well as by regulatory agencies of other countries.  

The good news is that this is one-time financing.

To expedite the process: We are seeking business partnerships and have begun to interview potential partners.  

Once approved, country by country, the product can be used to begin to break the cycle of suffering for the estimated 600 million stray dogs around the world.

Over 60 nations have little to no laws against cruelty to animals, and brutal mass killings of 30,000 to 50,000 street dogs have taken place, to control the stray populations in locations such as Beijing, Athens and Rio de Janeiro.  

In many countries, street dogs are beaten to death, hanged, strangled, poisoned, electrocuted, and thrown off bridges. 

In the U.S., an estimated four to six million overpopulated dogs are euthanized every year.

The Cycle of Suffering:  The world’s estimated 600 million stray dogs can reproduce as often as twice a year, producing over one billion stray pups - who can begin giving birth by six months of age.

Despite mass killings and an average life span of only three years, the worldwide population of stray dogs is expanding largely because they live on a diet of human garbage, and as the human population grows, so does the dog's food source: garbage. 

Until now, there has been no end in sight to this cycle of needless suffering.

The Financial Consequences: Working on the problem of pet overpopulation are an estimated 5,000 humane societies in the U.S. with an estimated 10,000 animal groups globally.  The U.S. humane community began over 100 years ago, and collectively the U.S. spends approximately two billion tax and private dollars annually on trying to control and deal with the consequences of dog and cat overpopulation. 

Not only have such expenditures not resolved the problem, they must be repeated each year.

The Human Benefit:  A product such as this is expected to help prevent the deaths of up to 55,000 people each year,most of whom die painful deaths from rabies after being bitten by rabid stray dogs (according to the World Health Organization).

The News for Cats:  Early evidence indicates that a modified version of the product can be effective on cats, work which we must also finance. In the meantime, the product can indirectly benefit cats, as humane societies around the world should find their resources liberated to a greater extent than ever before. Resources which can then be further concentrated towards helping stray cats. 

U.S. organizations should be able to amplify the time and effort they put into helping the estimated 82 million homeless cats in the U.S.  

In addition to cats, we have reason to believe this product may have the potential to be modified to work on additional species.*

The Poor and Under Served: Often when products like this are marketed, they are priced prohibitively high. As a result, those living in low-income communities and the poorest of the world are often left out. 

Not this time. 

From the start our priority is to put our efforts where the need is greatest and on a non profit basis in order to end the global cycle of suffering endured by man's best friend.
