The Issue
We, the undersigned, express our profound concern over the ongoing genocide of Shia Muslims in Pakistan, particularly the repeated atrocities in Parachinar and other regions across the country. This systematic campaign of violence, discrimination, and persecution has led to the deaths of thousands of innocent Shias and continues unabated due to state negligence and complicity. Parachinar, a Shia-majority area in Kurram District, has been subjected to brutal attacks, including frequent bombings and massacres. The government has consistently failed to protect its citizens, and there is credible evidence of state actors enabling or turning a blind eye to extremist groups targeting Shia Muslims. Beyond Parachinar, incidents of Shia killings are rampant across Pakistan. From the massacres in Quetta that targeted Hazara Shias to the cold-blooded executions of Shia professionals, doctors, and students in Karachi, Lahore, and Gilgit-Baltistan, Shias have been systematically targeted for their faith. In 2013, twin bombings in Quetta killed over 200 Hazaras in one of the deadliest attacks against Shias. In Karachi, prominent Shia professionals have been gunned down in targeted killings. In Lahore, processions and gatherings have been bombed, leaving countless families devastated. These incidents are part of a larger pattern of violence that has been ignored or downplayed by successive governments in Pakistan, emboldening extremist elements and perpetuating a culture of impunity.
The judiciary and law enforcement agencies have failed to bring perpetrators to justice, and victims’ families often face intimidation or silence. Extremist hate speech against Shias is propagated openly, with no consequences for those inciting violence. We call on the Pakistani government to take immediate and decisive action to stop this ongoing genocide, protect its Shia citizens, and dismantle networks of extremist groups operating with impunity. Furthermore, we urge the international community, including the United Nations and human rights organizations, to pressure Pakistan to fulfil its obligations under international law to protect all citizens regardless of sect or belief. Shias in Pakistan are at risk of extinction if the world continues to remain silent. Immediate steps must be taken to ensure justice for the victims, security for vulnerable communities, and accountability for those complicit in these heinous crimes. Let us not wait for more lives to be lost before acting. The time to stop the Shia genocide is now.
