The Issue

The Scanning Code of Practice (SCOP) was created to protect consumers and ensure fairness when items scan incorrectly at checkout. However, many shoppers across Canada are experiencing inconsistent enforcement of these rules from store to store, manager to manager, and customer to customer.

 


Some customers are allowed to receive SCOP on multiple qualifying items, while others are denied based on personal judgment, assumptions, or unclear store interpretations. Policies that should be equal and transparent are instead being applied inconsistently, leaving many consumers feeling embarrassed, singled out, or treated unfairly.

 


This petition is not about taking advantage of stores. It is about fairness, equality, and accountability. If the Scanning Code of Practice exists to protect consumers, then it should be applied clearly and consistently for everyone — regardless of who they are, how they shop, or how many qualifying items they purchase.

 


Consumers deserve:
• Clear and publicly explained SCOP policies
• Equal treatment at checkout
• Consistent enforcement across all participating retailers
• Better staff training and accountability
• Respectful interactions without bias or judgment

 


Fairness should not depend on which cashier or manager a customer encounters. One policy should mean one standard for everyone.

 


We are calling on retailers and participating organizations to improve transparency, consistency, and fairness in the enforcement of the Scanning Code of Practice across Canada.
