Stop secret, last minute spending in Michigan’s budget
The Issue
In Michigan, nearly $1.4 billion in taxpayer money was added to the state budget through last-minute earmarks—many inserted just hours before the final vote. These funds went to politically connected projects with no competitive bidding, no public debate, and no accountability. Even Governor Whitmer called the process “gross.”
This is not how democracy is supposed to work. When lawmakers use backdoor tactics to funnel public money into pet projects, the people they represent are left in the dark. We deserve better.
While some earmarks may serve valid local needs, the process to approve them must be transparent. Right now, Michigan lawmakers are debating how much advance notice the public should get when these spending items are added. The state Senate passed a modest 10-day disclosure requirement, while the House is pushing for a stronger 60-day window.
We believe 60 days is the bare minimum.
Taxpayers deserve time to review and question how their money is being used—especially when that money may benefit campaign donors or well-connected insiders. Without full transparency, trust in our state government erodes and corruption thrives.
We call on Michigan’s state legislators—especially House Speaker Matt Hall and Senate Majority Leader Winnie Brinks—to pass a law that requires all budget earmarks to be publicly disclosed at least 60 days before any budget vote. No more hiding massive expenditures in last-minute deals. No more surprises after the budget is signed.
If lawmakers are proud of where our money is going, they should have no problem letting the public see it in advance.
