Unfortunately RMS has not been too forthcoming with Information based on this reply that was sent to me (see Below) I will be seeking more information.
Hi Michael,
Transport for NSW can confirm that no commitments to the development of the Hoxton Park Road will occur without working closely and collaboratively with Liverpool City Council to provide the best possible transport solutions for the people of Liverpool.
As we move into the concept design and environmental assessment we will continue to engage with the community and incorporate feedback into the design.

Nam from the Hoxton Park Bottle Shop has had his family business running for 14 years and looks forward to being of service in the future.
Jason and his family have taken over management of Hoxton Park Takeaway just over a year ago. The Takeaway itself has been open and serving the community for over 20 years
Lance from the Newsagent has been part of the community for 25 years.
Rami and Fadi from Hox Cafe have only been open for 12 months and are proving popular new addition with the locals.
Baki the Barber has been at Hoxton Park Shops for 14 years.
They are all relying on your support to help keep the Right turn in and out lanes OPEN so that they can continue to serve you for many year's to come.
Also not only will the proposed Hoxton Park road closure hurt small business the proposed plans for the upgrade of Hoxton Park Road will hurt nearby residents, schools, the Scouts and the Community Health Centre.
