Bulwer Park, a beloved green space in Glenwood, has become increasingly unsafe due to uncontrolled public drinking and disruptive behaviour, particularly on weekends. Despite frequent calls to Metro Police, the situation has deteriorated, impacting the park's appeal for families and residents who use it regularly. Bulwer Park’s proximity to Glenwood Prep School, Stella Soccer and Sports Club, Woolworths, and the KZN Art Gallery highlights the need for immediate action to restore safety and respect within this community space. We call on the eThekwini Municipality and Metro Police to intervene and bring Bulwer Park back to a family-friendly environment.

To reclaim Bulwer Park as a safe and respected community space, we request the following interventions from the eThekwini Municipality and Metro Police:
- Install Physical Barriers:
- Erect bollards along park edges to prevent unauthorized vehicle access and discourage nighttime gatherings for drinking.
2. Enhanced Lighting for Safety:
- Install Spotlights Along Park Boundaries: Lighting along the park perimeter, especially near entry points and parking areas, to deter loitering and unauthorized nighttime gatherings.
3. Close Off Additional Parking Near the Old Substation:
- Limit access to the parking area by the old substation, which has turned into a party hotspot at night, reserving this space for daytime use only to better serve families, school visitors, and local patrons.
4. Install CCTV Cameras and Clear Signage:
- Place CCTV Cameras at Strategic Points: Install cameras throughout the park and parking areas, with clear signage indicating monitoring to deter unethical behaviour and assist with law enforcement.
- Camera footage would help Metro Police monitor activities and swiftly respond to violations, improving overall park security.
5. Increase Metro Police Patrols and Enforce Regulations:
- Regular patrols, especially on weekends and evenings, enforce park rules, discourage illegal activities, and improve resident safety.
Impose immediate fines for public drinking, parking violations, and any antisocial behaviour.
6. Clear and Visible Park Rules Signage:
- Install large signs at park entrances listing rules, including restrictions on alcohol, parking, and disruptive behaviour, ensuring expectations for respectful park use.
7. Establish a Dedicated Complaint and Response System:
- Provide a direct line or app-based platform for residents to report violations, with Metro Police committed to responding promptly to community concerns.
